Henry Flagg Carter Jr. was born on January 23, 1943 in Newark, New Jersey. He was the son of the late Bernice Carter and Reverend Henry F. Carter Sr. At an early age, he was baptized at Union Baptist Church in Passaic, New Jersey.

Henry received his elementary and secondary education in the Passaic Public School System. After earning his high school diploma, he then served in the United States Army as a communication specialist from August 1962 until his honorable discharge in August of 1965. He then began his studies at the RCA Institute in New York and graduated in 1967 after completing 1,710 hours with a certificate in Electronics Circuits and Systems Programing.

On June 8, 1968, in Passaic, New Jersey, he was joined in holy matrimony to his best friend, Elaine Allen. From this union three children were born, Jason S., Kevin H. and Loren B.

During the summer of 1968, he became a member of Union Wesley AME Zion Church on Michigan Avenue in Northeast, DC under Reverend George L. Smith, pastor. As a devoted member of the church, he and Elaine were active members of the church. He served in various roles including; a member of the Stewart Board, the Board of Trustees, Finance Officer, Boy Scout Master of Troop 1612, and a member of the Male Chorus.

He served the federal government as a cryptologic technician and later, as an instructor at the National Security Agency. He retired on December 31, 1998 after 34 years of service and dedication.

Henry is preceded in death by his parents, Henry and Bernice Carter, his brothers, Harvey and Lawrence and his sister, Constance Wright.

He leaves to cherish his memory, his loving wife, Elaine; sons, Jason (Frankie), Kevin (Dian); daughter, Loren; the loves of his life, grandchildren, Bryanna, Caleb, Kya and Xavier; sisters, Sharon (Roosevelt) Thomas and Mary (Richard) Shankle; brother, Jerry (Rosanne) Carter; sisters-in-law, Wilma and Diane; his buddy, Clinton Turner and a host of special nieces, nephews and friends.
